Newspaper Item - Lake Chelan Mirror "A new Internet site, purporting to promote all of Lake Chelan, has shown up on the World Wide Web. Called lakechelanonline.com, the site is the work of Branting International. "...Branting representative Ken Bradley said that the company has been in the valley for about 12 months, doing a feasibility study...* "...Bradley said that Branting International has done similar work in 250 countries and territories around the world...."** *Bradley had only moved to the area 6 months earlier. He is the sole proprietor and the sole known employee of Branting International. **I can find no evidence whatsoever that Branting International has done any business anywhere except in Washington State USA. Incidentally, there exist no more than 203 countries on Earth unless one considers such places as Antarctica; and no conceivable stretch of the count reaches 250.

On May 11, 2005, The City contacted the Washington Secretary of State Corporations Division to obtain a copy of the most recent annual report for World Cultural Foundation. The City learned that the officers are Ken Bradley, Andrea Lamers and Brad Snow. Two telephone numbers were provided: (425) 888-7279 and (509) 860-4380*. The City called both numbers. The number (425) 888-7279 was and is disconnected. The number (509) 860-4380 was answered by a male who did not provide his name. He told The City that both Ken Bradley and Brad Snow were living and working in Europe. He said he did not have access to Post Office Box 789 in Chelan, WA although he said he was located in Chelan and was mailing items to Ken Bradley and Brad Snow. The City checked Internet reverse telephone directories for (509) 860-4380 in Chelan, WA. No listings were found. ..." *In December 2008, two individuals provided me this same number for Ken Bradley. Both said they had used it to contact him directly; one was aware that it had since been disconnected. When Bradley called me on the 17th of December 2008, he called from (509) 881-1644.

For 8 years, from at least early 1997 until late 2004, he trumpeted on his World Cultural Foundation website the supposedly ongoing creation of a "Gateway Park" that would offer a wide array of attractive services. It was utterly fictional. In company with this grandiose plan are seen his fraudulent claim of 501(c)3 tax-exempt status for WCF, and the incredible assertion that WCF/Penfriends boasted millions of members in an impossible number of countries worldwide.

Finally, while claiming to agree to the transfer, he then deliberately allowed the registration to lapse. The owners were forced to back-order the name while waiting for the inescapable 60-day hold on expired domains to elapse.

FACTUAL BASIS 2.1 On or about May 25, 2005, the parties entered into an agreement for the sale and purchase of certain real property. 2.2 As consideration for the purchase of the real property, Defendants issued to Promissory Notes, annexed hereto and incorporated by this reference as Exhibits "A" and "B" in the principal sum of $150,000. 2.3 Defendants made the payments falling sue on the date of the execution of the Notes and in the following years 2006, 2007, and 2008. 2.4 Defendants have only paid $3,500 on each Note (a total of $7,000) in 2009, and have, therefore, defaulted on the obligation to make the full annual payments of $5,000 each on the two Promissory Notes. 2.5 The Promissory Notes remain in default. III. ACCELERATION Pursuant to the terms of the Promissory Notes, the Holder retained the option to declare the entire balance immediately due and payable in the event of a default. Plaintiff has elected to accelerate the balance and claims the entire balance of said Promissory Notes in the amount of $110,000, to be due and payable. ... Bradley evaded several attempts to serve him with this summons. He later paid the past-due amount and the suit was apparently rendered moot. These Promissory Notes had not previously existed in the public record. They answer questions raised by the ridiculously tiny $3,400 that had been the only record of the property's sale price in the Tax Affidavit of July 2005.

A short-term loan of this kind, secured by property valued well in excess of the loan amount, would be typical of a situation where the borrower has poor credit and/or uncertain income, but whose property is otherwise unencumbered by loans or liens. At the time this loan was signed, Ken Bradley may not have informed the lender of the lawsuit of 1 May 2009 (of which he was most likely aware) which would almost certainly have precluded this loan; as might the very existence of the oustanding promissory notes -- which were the subject of that suit, and might attach to the property in the event of default. Furthermore, several financial judgements exist against Bradley (see above), some of which may place him at risk of liens against any real property he may possess. One hopes Bradley was forthcoming with his lender about these facts. As of mid-March 2010, no reconveyance has appeared in the public record, which probably means the $42,000 loan has not been repaid and is in default.
